2006 Norwich Native Son Admiral Arnie Lotring graduated from Norwich Free Academy in 1974, and from the College of the Holy Cross with a degree in Chemistry in 1978.
Arnie Lotring Served as Commander of the Submarine Learning Center from 2003 to 2006. There he was responsible for the resourcing and execution of all Navy submarine advanced skills training. Oversaw 7 learning sites with a direct of 120, 50 content managers, and 600 instructors. Training infra-structure of building and equipment exceeded $2 billion. As part of the Navy’s Revolution in Training, guided the transition to an information age learning environment including self paced instruction, simulators and distance learning. Oversaw implementation of first shore based nuclear engineering team training simulators. He planned and implemented a new training site in Guam to support shift of Naval resources to the Pacific.
From 2006 to 2008 he was the commander of the Naval Service Training Command in the Great Lakes. There he was responsible for all Navy accessions training for 50 thousand enlisted and officers, including boot camp and officer candidate school. Oversaw the Navy ROTC program at 180 college and universities with four thousand students enrolled and the Navy NJROTC program at over +600 secondary schools. Led a staff of 100 personnel including budget programmers, curriculum planners and learning technologists. He established Naval Special Warfare Preparatory School in Great Lakes to improve thru put success of SEAL candidates at Basic Underwater Demolition (BUDS) training. In addition, he oversaw Navy’s training site portion of the Base Re-alignment and Closure Act (BRAC). He also placed the Navy’s newest and largest fully immersive simulator Battle Stations-21 into service.
From 2008 to 2010 he served as Chief Operating Officer Naval Education and Training (Technical College President) in Norfolk, Virginia. There he led the US Navy’s operations of all advanced skills training for 33 thousand students daily. He oversaw 15 learning centers, three training support center and 200 training sites comprised of 100 staff, 8.5 thousand instructors and 1.6 thousand support personnel and $330 million operation budget. He also led in-country analysis efforts for USN and Saudi Arabia Royal Navy for new Naval assets, oversaw implementation of new cyber attack and defense training strategy and acelerated deployment of modeling and simulation to dramatically reduce training operating costs.
Arnie Lotring retired from the Navy in 2010.
